Preheat oven to 375 degrees. Line muffin pan cavities with baking cups. In medium bowl, combine flour, corn meal, sugar, baking powder, salt and, if desired, chili powder. In a separate bowl, combine sour cream, oil and eggs; add to flour mixture and mix just until smooth. Gently fold in cheese, corn, beans, peppers and chilies. Pour batter into prepared pan. Bake 18-20 minutes or until golden brown. Turn out of pan. Serve warm.
